Labour is usually the first reason given for Indian software export success, but it is not a sufficient explanation of the country’s performance vis-À-vis China, argues New Industries from New Places, a recent publication of The World Bank and Stanford University Press. “China also had an ample supply of educated, low-wage labour. If skilled labour was a critical factor of production, and China had it too, why did China not become a software export powerhouse?” ask the authors, Neil Gregory, Stanley Nollen and Stoyan Tenev.
